Many of these individuals struggle with addiction to tobacco and other substances. \nMCDO is now in discussion with AAFDA to provide training for both professionals and clients at this center. Elias provided in-depth training based on his widely acclaimed book\, “Meqoamia – The Science of Addiction” (4th Edition). \nThe training focused on key pillars: \n\nHealthy Mind: The scientific nature of addiction and its impact on the brain.\nEducation Quality: The vital role of drug-free students in maintaining high educational standards.\nSustainable Success: How to navigate a successful life journey by preventing addiction.\n\nObjectives of the Movement\nInitiated and coordinated by MCDO\, the 2018/2026 UBAACM movement aims to prevent drug abuse among university students\, raise awareness\, and build capacity through skill-based interventions. \nThe level of student participation and their readiness for change during the event was highly encouraging for the movement’s future. SUMMARY:Targeted Daytime Inspections Conducted in Kolfe Keranio Sub-City to Strengthen Tobacco Control Enforcement
DESCRIPTION:March 12–13\, 2026 | Kolfe Keranio Sub-City\, Addis Ababa \nTargeted daytime inspections were successfully conducted in Kolfe Keranio Sub-City as part of Strategy 3.1 under the Addis Ababa Smoke-Free Initiative (AASFI). The activity aimed to strengthen systematic inspection and enforcement mechanisms to achieve at least 90% compliance with Smoke-Free Environment (SFE) and Tobacco Advertising\, Promotion\, and Sponsorship (TAPS) regulations. \nThe inspections were jointly implemented by Meqoamia Community Development Organization (MCDO) and the Addis Ababa Food and Drug Authority (AAFDA)\, Kolfe Keranio Branch\, in line with the Food and Medicine Administration Proclamation No. 1112/2019. \nA total of 36 public-serving establishments\, including restaurants and cafés\, were inspected. The exercise focused on assessing compliance with smoke-free regulations\, including the presence of active smoking\, visibility of “No Smoking” signage\, and any evidence of tobacco advertising or promotional materials. Standardized inspection tools were used to ensure consistency\, transparency\, and accountability throughout the process. \nAs a result\, 18 establishments were issued written warnings for non-compliance\, accompanied by on-site corrective guidance. The findings indicate a moderate level of compliance\, highlighting the need for continued monitoring and enforcement to achieve full regulatory adherence. \nThe activity also contributed to increased awareness among business owners and staff regarding tobacco control regulations. In several cases\, immediate corrective actions were observed\, including the removal of ashtrays and commitments to enforce smoke-free rules within premises. Strengthened collaboration between MCDO and AAFDA was also noted as a key outcome of the joint implementation. \nHowever\, the exercise also revealed several operational challenges\, including restrictions on paper-based enforcement tools due to ongoing smart city transitions\, absence of responsible managers during inspections\, and information leakage between establishments\, which affected the element of surprise in enforcement activities. \nMoving forward\, the program will focus on follow-up inspections\, improved coordination mechanisms\, and the introduction of digital inspection tools aligned with the smart city system. Strengthening accountability and ensuring the presence of responsible personnel during inspections will also be prioritized. \nThese efforts are expected to further enhance enforcement effectiveness and contribute to the broader goal of achieving a smoke-free Addis Ababa through sustained compliance with SFE and TAPS regulations.

The primary goals are to create smoke-free zones\, engage youth in prevention efforts\, and address illicit cigarette trade. Three blocks within KKSC will be designated as smoke-free\, and youth will be actively involved in anti-smoking campaigns and prevention training. These initiatives aim to reduce smoking rates\, particularly among younger populations\, and foster healthier\, tobacco-free environments in the community. To ensure long-term success\, the project will focus on community ownership and sustainability through capacity building and local leadership AAFDA\, MCDO and KKSC AAFDA branch\, which has created a donor account to support the initiative\, are committed to providing continuous resources and training. The meeting also highlighted the importance of integrating drug prevention training as part of the broader health education efforts in KK. This comprehensive approach is designed to create a lasting impact on public health\, with KK serving as a model for other communities.

DESCRIPTION:Victoria\, Seychelles – From June 2–6\, 2025\, the African Union (AU) hosted the “Training of Master Trainers for University-Based Youth Engagement in Drug Prevention” in Victoria\, Seychelles. Representing MCDO (Meqoamia Community Development Organization)\, Mr. Elias Kalayu Abrha and Ms. Sara Deguma successfully participated in and completed the training. \nThe training was jointly organized by the African Union Commission (AUC)\, the Colombo Plan Drug Advisory Programme (DAP)\, and the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL). Recognizing that over 60% of Africa’s population is under 25\, the program aimed to scale up evidence‑based\, youth‑centered\, peer‑led prevention interventions in tertiary institutions across the continent. \nKey topics covered included: \n\n\nUnderstanding Substance Use Disorder \n\n\nPeer‑led prevention strategies \n\n\nCulturally appropriate intervention tools \n\n\nMr. Elias Kalayu stated: *“This training is a major boost for our University Based Anti-Addiction Community Movement (UBAACM)\, which we have been running in Ethiopian universities for over 15 years. This participation marks a major milestone for our organization. \nAlignment with MCDO’s Vision and Mission\nMCDO’s vision is “to foster a healthy\, drug‑free generation in Ethiopia and Africa.” Our mission is to scale up evidence‑based prevention education within universities and communities. The AU training perfectly aligns with both our vision and mission. \nThe 2025 Training as a Major Achievement\nWe consider the 2025 Master Trainers’ Training a major success for MCDO and for Ethiopian youth. Through this training we: \n\n\nExchanged knowledge and experience with representatives from 25 African countries. \n\n\nLearned modern\, youth‑engagement models (peer‑led\, evidence‑based). \n\n\nEstablished working relationships with Colombo Plan DAP and US INL. \n\n\nContribution of Elias Kalayu and Sara Deguma\nThe knowledge and skills our two representatives gained are a tremendous asset: \n\n\nElias Kalayu brings over 15 years of experience with UBAACM and successfully integrated that experience into the continental framework. \n\n\nSara Deguma ’s expertise in youth outreach and training design proved invaluable. \n\n\nFrom a Pan‑African Perspective\nPan‑Africanism is the foundational philosophy of the African Union. MCDO supports this mission by connecting Ethiopian youth with their peers across Africa. The primary objective of the meeting was to strengthen political commitment and support for the TC Project amidst ongoing urban development initiatives. The meeting was organized into three sections: an introduction and recap of previous meetings\, presentations from MCDO\, AAFDA\, and representatives from Gullele and Arada sub-cities\, and a stakeholders discussion aimed at addressing key issues and formulating actionable strategies. \nThe meeting produced several important outcomes. First\, stakeholder discussions were essential in identifying key issues affecting the TC Project. Participants evaluated the current political commitment towards the project\, highlighting the need for sustained support from the City Administration. A significant concern raised was regarding the recent Corridor Development implemented by the City Administration\, which has led to the relocation or closure of many establishments\, necessitating an urgent assessment of its impact on tobacco control efforts. The last meeting underscored the critical need for renewed political commitment to the TC Project amidst ongoing urban development initiatives. Future priorities emphasized the importance of prioritizing communication\, integrating tobacco control measures in educational institutions\, and enhancing awareness through effective materials.

DESCRIPTION:This report summarizes the findings from a joint on-site visit conducted in Addis Ababa\, Ethiopia\, to assess the compliance of various establishments with Proclamation 1112/19 regarding tobacco regulation. The inspection was carried out by a collaborative group consisting of the Ethiopian Food and Drug Authority (EFDA)\, Addis Ababa Food and Drug Authority (AAFDA)\, the Ministry of City Development and Organization (MCDO)\, and representatives from the Gullele and Lideta sub-city AADFA branches. The primary objectives of the on-site visit were to: Evaluate the current status of establishments in relation to Proclamation 1112/19\, Determine adherence to tobacco regulations\, specifically regarding: Posting of no smoking signage\, Presence or absence of designated smoking areas\, and Management of cigarette butts and waste. The inspection group visited multiple establishments across Addis Ababa. The assessment criteria included: Visibility and placement of no smoking stickers\, Existence of designated smoking areas\, Cleanliness and management of cigarette waste\, particularly the presence of cigarette butts. The on-site visit revealed a mixed level of compliance with Proclamation 1112/19 among the establishments in Addis Ababa. While many locations are adhering to the regulations\, there are still significant gaps that need to be addressed to ensure a fully smoke-free environment.

Mr. Molla then presented on the progress of activities across all sub-cities involved in AASFI\, including those where MCDO is active. \nAfter the presentations\, stakeholders engaged in a discussion\, highlighting the following key points: In conclusion\, Mr. Assefa\, the current director of AAFDA\, addressed the raised issues and officially closed the meeting. The sensitization workshop facilitated a productive dialogue between MCDO and AAFDA\, resulting in a significant agreement to collaborate on upcoming activities in the new Ethiopian year. This collaboration aims to create a cohesive approach to the Tobacco Control (TC) project.

Addis Ababa City Administration Food and Drug Authority (AAFDA)\, Ethiopian Food and Drug Control Authority (EFDA)\, and the Health Development and Anti-Malaria Association (HDAMA)\, with MWECS\, and Meqoamia Community Development Organization (MCDO) coordinated this city-wide anti-tobacco and anti- drug movement with the motto “Let’s protect children from the interference of the tobacco industry” in the presence of more than 2000 people. This is 2024’s WNTD motto. AAFDA General Manager Ms. MuluEmebet Tadese said in her speech on the official launch of the city-wide movement\, Tobacco has a negative impact on the health and beauty of the city of Addis Ababa\, which is contrary to her name Addis Ababa (New Flower). She said that it will cause social\, economic and environmental damage. In places where smoking and use of tobacco products are prohibited\, the positive changes are very promising. The tobacco industry’s intervention and control activities are also being carried out despite the wide range challenges. Mrs. Buzena Alkadir\, Chief Speaker of Addis Ababa City Administration\, who was the guest of honour at the program held at Adwa Victory Memorial Museum Pan Africa Hall\, communicated that\, “In order to make our society a part of the movement to prevent tobacco and tobacco smoke\, there will be large-scale movements to increase the participation of the society in the future\, mainly: controlling the distribution of tobacco. Furthermore\, he pointed out that taking constructive measures against illegal tobacco dealers and users\, and expanding counselling and rehabilitation centres for our people who are victims of addiction for various reasons will make restoration of healthy and productive life and generations. \n

March 4 and 5\, 2024\, night time inspection was conducted in Gullele and Lideta sub-cities. This inspection is the third night time inspection to be conducted among the four inspections planned in the 21-months project. A thorough orientation was given to district professionals and focal persons on March 1\, 2024. A thorough discussion were raised concerning legal measurement due to the nature of night inspection considering safety and legal measure execution. The inspections aimed to ensure compliance with regulations and promote a safe and conducive environment for residents and visitors. The outcomes of the night inspections underscore the importance of enforcing regulations and holding establishments accountable for compliance with guidelines. Continued monitoring and enforcement efforts are essential to maintain standards and promote a safe and healthy environment in Gullele and Lideta sub-cities. This report highlights the significance of night inspections in upholding regulations\, ensuring compliance\, and fostering a culture of accountability among establishments in Gullele and Lideta sub-cities. SUMMARY:Strengthen SF youth clubs in selected high schools in three sub-cities in Addis Ababa city
DESCRIPTION:The report of the activity “Strengthening SF Clubs” outlines the progress made in strengthening smoke-free youth clubs in selected high schools across three sub-cities in Addis Ababa city. The project has successfully engaged with high school students\, implemented educational initiatives\, and provided awareness creation resources (IEC/BCC materials) to promote smoke-free environments. The impact of these efforts has been significant in raising awareness and fostering a healthier lifestyle among the youth. It is recalled that recently MCDO included the activity of SF implementation in schools. Last time\, it was started with Assy Public School in Kirkos sub city. Now\, the activity is expanding to other sub cities. Under this activity\, strengthening SF clubs was executed in three schools found in Arada sub city. Namely\, Belay Zeleke\, Kelemework\, and Minilik the 2nd schools. It is recalled that youth who did not pass the National Exams are very much vulnerable to addiction and related health hazards. Therefore\, focusing on the upcoming generation is vital direction to handle youth healthier lifestyle before complications.

Mr. Molla\, AAFMHACA representative and tobacco focal person to be explained the gap in the restructuring and how to communicate accordingly. The advocacy meeting brought stakeholders from EFDA\, AAFMHACA\, Sub Cities FMHACAs. its expected outcome was securing full political support and prioritization of AASFI.

SUMMARY:TRAINING OF TRAINERS FOR ETHIOPIA ON THE UNIVERSAL CURRICULUM FOR PREVENTION/TREATMENT OF SUBSTANCE USE DISORDERS
DESCRIPTION:Addiction is a disease! \nJust as an individual can fall ill\, so too can a community. When an individual is physically sick\, their body is affected. Similarly\, when a community is sick\, its social fabric is disrupted. And when that happens\, the nation itself becomes ill. \nStudies suggest that an individual’s psychological\, physical\, and spiritual pain can transform into social\, economic\, and political suffering. For this reason\, social scientists rank addiction among the most serious afflictions capable of causing severe harm. \nAddiction takes control of the sufferer’s brain and distorts its natural functioning. The individual falls under the sway of a distorted mental system\, driven by an overwhelming and uncontrollable craving – they become enslaved. When a person who uses drugs or alcohol crosses the line from use to addiction\, the damage escalates. Beyond the harm to their internal organs and mental health\, their social and economic life collapses. This inflicts a severe blow on the family\, the foundation of the nation. The cumulative effect destabilizes the country. Yet\, despite its gravity\, this disease has long been neglected\, without the attention it deserves. \nThis disease is not only an enemy to the peace of individuals and families; studies also indicate that it can undermine national peace\, cripple the economy\, and lead to political instability. \nAddiction is preventable and treatable! \nTherefore\, treating this disease like any other – through medical care\, rehabilitation\, prevention\, and the enactment and enforcement of protective laws – can lay a foundation to save the nation from severe harm and propel the younger generation toward greater development. \nTo date\, the scale\, depth\, and spread of the problem\, and the immense damage it has caused\, remain astronomically far from our efforts to overcome and control it – a gap as vast as heaven and earth. \nIt is known that for the past ten years\, Meqoamia Community Development Organization (MCDO) has been working to address the severe shortage of professionals in this field and to elevate national efforts to a higher level\, both domestically and continentally. We are grateful for the government’s initial attention to this issue. However\, we urge that this attention be strengthened\, in the name of children suffering because a parent or guardian is lost to addiction\, and in the name of mothers and guardians who have lost their children to this disease. A nation is its people! \nTo work more effectively and in a more coordinated manner than ever before\, MCDO – in partnership with the Ministry of Health and the Colombo Plan’s Drug Advisory Programme (DAP)\, which has 70 years of international recognition and works with the African Union\, the US\, the EU\, the UN\, and others – has been learning from the experiences of other countries and attending training programs abroad. MCDO has organized itself with up-to-date knowledge and\, in collaboration with the Ministry of Health\, has provided internationally recognized training to help save our continent\, Africa\, from the drug problem. \nIn this context\, MCDO staff members\, including Mr. Elias Kalayu (Executive Director) and Ms. Sara Deguma\, together with Ministry of Health representatives (including Dr. Tedla W/giworgis)\, regional health bureau disease prevention directorate officers\, and other professionals – a total of 31 trainees – participated in the ” Training of Trainers (TOT) for Ethiopia on the Universal Curriculum for Prevention/Treatment of Substance Use Disorders (UPC 1\, UTC 1)” from March 19-25\, 2019. This training was delivered for the first time in Ethiopia. \nMCDO played a commendable role as organizer and coordinator\, contributing to a highly successful training period. Five MCDO staff members were trained as trainers of trainers and received certificates of recognition. \nWe believe this training will greatly benefit our nation. By effectively training professionals in the still-nascent fields of prevention and rehabilitation\, it will strengthen ongoing efforts across all regions and levels. It will foster hopeful\, impactful action toward a solution. Equally\, we believe this creates a valuable opportunity – a supportive army of trainers within the health sector – to ensure addiction receives greater attention. \nAddiction is preventable and treatable! \nOur nation has no greater resource than the minds and hearts of its citizens. \nTherefore\, we wish to extend our heartfelt gratitude to the Ministry of Health (MoH) and the Colombo Plan DAP for this remarkable and transformative training. \nThank you very much\, #MoH and #Colombo Plan DAP (US\, INL).
