DESCRIPTION:A city-wide anti-tobacco and anti-drug campaign was launched in city level in line with World No Tobacco Day (WNTD) 2024 at Adwa Victory Memorial Museum\, Pan Africa Hall\, Addis Ababa\, Ethiopia. Addis Ababa City Administration Food and Drug Authority (AAFDA)\, Ethiopian Food and Drug Control Authority (EFDA)\, and the Health Development and Anti-Malaria Association (HDAMA)\, with MWECS\, and Meqoamia Community Development Organization (MCDO) coordinated this city-wide anti-tobacco and anti- drug movement with the motto “Let’s protect children from the interference of the tobacco industry” in the presence of more than 2000 people. This is 2024’s WNTD motto. AAFDA General Manager Ms. MuluEmebet Tadese said in her speech on the official launch of the city-wide movement\, Tobacco has a negative impact on the health and beauty of the city of Addis Ababa\, which is contrary to her name Addis Ababa (New Flower). She said that it will cause social\, economic and environmental damage. In places where smoking and use of tobacco products are prohibited\, the positive changes are very promising. The tobacco industry’s intervention and control activities are also being carried out despite the wide range challenges. Mrs. Buzena Alkadir\, Chief Speaker of Addis Ababa City Administration\, who was the guest of honour at the program held at Adwa Victory Memorial Museum Pan Africa Hall\, communicated that\, “In order to make our society a part of the movement to prevent tobacco and tobacco smoke\, there will be large-scale movements to increase the participation of the society in the future\, mainly: controlling the distribution of tobacco. Furthermore\, he pointed out that taking constructive measures against illegal tobacco dealers and users\, and expanding counselling and rehabilitation centres for our people who are victims of addiction for various reasons will make restoration of healthy and productive life and generations. \n

March 4 and 5\, 2024\, night time inspection was conducted in Gullele and Lideta sub-cities. This inspection is the third night time inspection to be conducted among the four inspections planned in the 21-months project. A thorough orientation was given to district professionals and focal persons on March 1\, 2024. A thorough discussion were raised concerning legal measurement due to the nature of night inspection considering safety and legal measure execution. The inspections aimed to ensure compliance with regulations and promote a safe and conducive environment for residents and visitors. The outcomes of the night inspections underscore the importance of enforcing regulations and holding establishments accountable for compliance with guidelines. Continued monitoring and enforcement efforts are essential to maintain standards and promote a safe and healthy environment in Gullele and Lideta sub-cities. This report highlights the significance of night inspections in upholding regulations\, ensuring compliance\, and fostering a culture of accountability among establishments in Gullele and Lideta sub-cities. DESCRIPTION:The advocacy meeting took place on February 6\, 2024\, at Cassiopeia Hotel\, Addis Ababa. The workshop was organized in a presentation and stakeholders decisive discussion set up. The presentation and discussion aimed at creating and sustaining high political commitment among higher officials and prioritising SF implementation and compliance as an expected outcome. This outcome is much needed because AAFMHCA (recently\, on the way to change its structural name to AAFDA (Addis Ababa Food and Drug Authority)) has gone through structural reform twice. This meeting specifically\, aspire to see the engagement of Mayor office in AASFI strengthen and deepened. Unfortunately\, due to the city’s preparation to host the African Union program\, the mayor office representative could not make it for the meeting. The meeting gathered participants from AASFI stakeholders\, EFDA\, AA-FMHACA\, Arada\, Kirkos\, Lideta and Gullele sub cities\, and MCDO.

DESCRIPTION:The report of the activity “Strengthening SF Clubs” outlines the progress made in strengthening smoke-free youth clubs in selected high schools across three sub-cities in Addis Ababa city. The project has successfully engaged with high school students\, implemented educational initiatives\, and provided awareness creation resources (IEC/BCC materials) to promote smoke-free environments. The impact of these efforts has been significant in raising awareness and fostering a healthier lifestyle among the youth. It is recalled that recently MCDO included the activity of SF implementation in schools. Last time\, it was started with Assy Public School in Kirkos sub city. Now\, the activity is expanding to other sub cities. Under this activity\, strengthening SF clubs was executed in three schools found in Arada sub city. Namely\, Belay Zeleke\, Kelemework\, and Minilik the 2nd schools. It is recalled that youth who did not pass the National Exams are very much vulnerable to addiction and related health hazards. Therefore\, focusing on the upcoming generation is vital direction to handle youth healthier lifestyle before complications.

DESCRIPTION:The workshop took place on October 20\, 2023\, at Kena Hotel\, Addis Ababa. It was organized to gather directors of AASFI tobacco sector from the four sub cities\, Arada\, Kirkos\, Lideta\, and Gullele FMHACA’s. Among the participants\, most of them are newly appointed officials. The sensitization workshop gathered directors from the aforementioned sub cities and its expected outcome was to ensure professional’s sensitization about significance and content of SF provision. The participants were AAFMHACA\, Police and law enforcement\, Arada-FMHCA director\, Kirkos-FMHCA director\, Lideta director\, Gullele director\, CTFK representative and MCDO. \nThe workshop was organized into three sessions\, three presentations and participants’ discussion. The first session started with introductions and presentations from MCDO about the general activities of MCDO\, and MCDO full package which was followed by presentations on the overall activities of AASFI and the structure of the newly stablished office structure by Molla\, AASFI tobacco director. The workshop was a great input in onboarding the newly appointed directors both from AAFMHACA and sub cities. AASFI endeavors were presented to bring the participants to one page. Then\, stakeholders’ discussion led by Ms. Elias\, Miressa – AAFMHACA\, and Sister Bedria – AAMHACA was conducted and reflections and answer on the questions and comments were communicated.

DESCRIPTION:A briefing meeting with media was held on September 5\, 2023 at the MCDO office in Addis Ababa. The purpose of the meeting was to discuss ways to enhance media coverage of the implementation of the Smoke-Free (SF) policy to a wider audience. The expected outcome is to create mass awareness\, especially through well-known media outlets. \nThe meeting was attended by representatives from various media outlets\, including television\, radio\, and print. Ethiopian Press\, Reporter Magazine\, Addis Media Network (AMN)\, Maleda Radio\, Awash Radio\, Addis Admas Magazine\, and Roha Media were all represented. \nAfter a fruitful discussion\, the participants agreed to establish a media team that would meet regularly to discuss media coverage of the SF policy implementation. This team will be responsible for developing and implementing strategies to raise awareness of the policy and its benefits. \nThe media team will also work to create a mass awareness campaign around the slogan\, “It is my natural right to live in an environment 100% free of tobacco smoke.” This campaign will support the efforts of the Addis Ababa Smoke-Free Initiative (AASFI) and the MCDO to create a healthier and more smoke-free city. \nThe meeting concluded with a commitment from all participants to work together to raise awareness of the SF policy and its benefits. The media team is confident that they can make a significant contribution to this effort and help to create a healthier and more smoke-free Addis Ababa for all.

DESCRIPTION:The joint on-site visit has taken place on August 4\, 2023. This kind of on-site visit is an integral joint visit of stakeholders. It is organized in the context of a joint or integrated on-site visit of stakeholders in Arada\, Kirkos\, Lideta and Gullele sub-cities\, where progress of establishments and adherence to the proclamation 1112/2019 is observed on spot. The on-site visit gathered stakeholders of AASFI together and its expected outcome is to ensure the establishment’s adherence to SF requirements. The on-site inspectors were from EFDA\, FMHCA\, Arada FMHCA\, Kirkos FMHACA\, Lideta and Gullele\, and MCDO. During the inspection\, the visitor team observed that most of district 3\, 5 and 9 establishments in satisfactory state in adhering to the SF requirements. The team was grateful about the work done in Arada visiting the aforementioned provinces. In Kirkos sub city\, what the team has observed was a success story in most follow up cases but need work in districts adjust to the aforementioned ones\, especially district 3. The overall on-site visit was finalized by hearing feedback from the participants and having a meal together which yielded a fruitful discussion over lunch\, especially about strengthening and integrating the tobacco steering committee (task force) by including the newly added sub cities\, Lideta and Gullele. Further discussion and progress review was made in MCDO office among staff.

DESCRIPTION:The workshop took place on June 16\, 2023\, at Province 9 meeting\, Addis Ababa. It was organized to review progress report from Arada and Kirkos SC FMHACA’s and present it to the newly added Lideta and Gullele sub cities. The workshop gathered professionals from the aforementioned sub cities and its expected outcome was to ensure professional’s sensitization about significance and content of SF provision. The participants were Police and law enforcement\, Arada-FMHCA\, Arada Province professionals\, Kirkos-FMHCA\, Kirkos Province professionals\, and MCDO. \nThe workshop was organized into three presentations and participants’ discussion. The first session started with introductions and presentations from MCDO about the general activity of MCDO by Mr. Elias\, MCDO executive director\, which was followed by presentations on the five years strategic planning and 21 Months action plan of by Esisha\, MCDO project officer. The workshop was a great input in onboarding Lideta and Gullele sub cities into the AASFI endeavors in an integrated manner. \nThe participants reflected on the discussion points and other outstanding agenda. The meeting was productive since it was able to make Lideta and Gullele passionate about the work they are going to do. Final remarks were given by Mr. Elias. The workshop was finalized by taking a group photo together.

The main points raised during the discussion were: Strengthening the steering committee (Taskforce)\, Steps to follow in conducting the AASFI\, Engaging the mayor’s office effectively should be a priority to do in the AASFI\, and the need for a center of excellence (Recovery Center).

The expected outcome was to capacitate professionals in integrity and professional ethics. MCDO facilitated the workshop and EFDA\, AAFMAHCA\, Arada and Kirkos professionals were participants. \nThe workshop was organized into two main sessions. The first session started with introductions and presentations from MCDO and AAFMHACA. The introduction by MCDO was followed by presentations on Pre-inspection\, Inspection\, and Post Inspection by Mr Ashenafi\, the AASFI contact person. \nThe second session was dedicated to discussions on cases. Arada SC professionals raised different cases that need attention and helped as an experience sharing for the newly added Kirkos SC professionals. The participants reflected on the cases raised and discussed related issues like professionals’ integrity and professionals’ safety. The workshop was productive since it was able to capacitate the professionals and shared experiences with the Kirkos professionals. The capacity-building workshop was finalized by taking a group photo and having lunch together.

DESCRIPTION:This is WHO initiated annual event which take place every year on May 31\, 2022. The event is named “World No Tobacco Day”. This year WNTD 2022 is entitle “Tobacco: Threat to our environment”. It took place in Inter luxury Hotel\, Addis Ababa\, Ethiopia.  It was organized in the context of an event comprising keynote speeches\, seminaries and discussion\, aiming to create awareness and act up on tobacco’s threat to our environment. The event gathered wide range of stakeholders in AASFI and others together and its expected outcome was to create awareness and advocate for legal frame to protect the environment from tobacco threat. The participants were EFDA\, FMHCA\, WHO representative\, MCDO\, MWECS\, HDAMA\, and different medias. The workshop was organized into three main sessions. Keynote speeches\, paper seminaries on different themes\, and participant discussion. The main points raised during the paper seminaries and discussion were broadly categorized as follows: \n\nTobacco lifecycle and its threat to environment: the lifecycle includes cultivation\, production\, distribution\, consumption\, and post-consumption wastes.\nTobacco use and its effects on health\, social and economy\nStrengthen policy actions to prevent tobacco-induced environmental harms.\n\nThe participants reflected on the idea of legal frame work to that aim at controlling the in and out activities of tobacco industries\, tobacco waste management and others. The event was productive since it involved different stakeholders and broadcast its main them through different media outlets. Final remarks were given by EFDA deputy manager general. \n

DESCRIPTION:The advocacy meeting was held on February 25\, 2022\, at Kenenisa Hotel\, Addis Ababa. The meeting was organized as an advocacy meeting to support strong enforcement of SF provisions and a platform to announce scaling up of AASFI in newly added Arada districts and Kirkos sub city as a whole. The meeting brought wide range of stakeholders\, officials and medias together. The participants were AA-FMHCA\, Arada-FMHACA\, Code-enforcement\, CTFK representative\, District professionals and MCDO. \nThe meeting was organized in two main sections\, presentations and discussion on the presentation and any outstanding issues. Three presentations from AAFMHACA\, Arada-FMHACA and MCDO were presented. The overall activities of AASFI were presented by AAFMHACA\, what has been done in Arada was presented by Arada-FMHACA\, and the status of SF implementation in Arada selected districts were presented by MCDO. In the meantime\, IEC/BCC materials and No smoking sign stickers were handed over to Arada districts via Mr. Siratu\, Arada-FMHACA office head. The second session after health break was dedicated for discussion and way forward\, which involved the participants of the meeting. Night inspection\, scaling up and onboarding as many as possible stakeholders were the main points raised during the discussion. \nMs. Tigist\, AA-FMHACA\, Deputy manager\, Mr. Elias\, MCDO Executive director and Mr. Siratu\, Arada-FMHACA office head led the discussion and responded to questions raised. The main points discussed were: \n\nIncluding the AASFI endeavour as every organization’s daily routine.\nEngaging volunteerism in the activity of AASFI.\nDocumenting the before and after comparison of inspection result with photos.\nConfidentiality and professional integrity of professionals during inspection.\nThe necessity of rehabilitation center after necessary SF implementation steps are taken\nThe need for joint collaboration to execute night inspection.\nThe responsible body to execute punishment and legal procedures\nHow to structure the scaling up plan. Selecting variety of districts from more than one sub city was suggested.\nOn this stage\, engaging more on enforcement than awareness creation.\n\nThe participants reflected on the main ideas and raised other related issues. The meeting was fruitful in engaging newly added districts and strengthening the already existing ones. Closure remark was given by Mr. Elias\, to work together and achieve the scaling up in a better performance.

DESCRIPTION:University Based Anti Addiction Community Movement /UBAACM/ \n“ዩኒርስቲዎችን መሰረት ያደረገ የፀረ አደገኛ እፆች ማህበረሰብ አቀፍ ንቅናቄ ”\nNo tobacco day May 31\,2019\nአለም አቀፍ የትንባሆ የማይጨስበት ቀን ምክንያት በማድረግ በአዲስ አበባ ዩኒቨርሲቲ የተዘጋጀ መድረክ። \nምስጋና \nይሄ ትውልድ በአገሩ ኢትዮጵያ በመጭው ትውልድ የሚታወስበትን አሻራ አስቀመጠ!! ሃውልት አቆመ! \nየምግብ መድሃኔት ቁጥጥርና አስተዳደር አዋጅ ቁጥር 1112 መውጣት ከጠቅላላ ህዝባችን 71% ከ30 አመት በታች 41% ደግሞ ከ15አመት በታች በሆነባት አገር በአንድም በሌላ መንገድም ባለ አዲስ ነገሮችን ለማወቅ በሚነሳሳ የታዳጊ ወጣቶች ፍላጎት በቢራ ማስታወቂያዎች ገደብ ያጣ ሳቢና አጓጊ ማራኪ ማስታወቂያዎች ተነሳስተው ምን ያህሎች መጠጣት እንደ ጀመሩና እንደሚጀምሩ በየአካባቢያችን ያለውን ጫና መገመት አይከብደንም። \nስለሆነም የትንባሆ አጠቃቀምም ገደብና ቁጥጥር ባለመኖሩ ምክንያት የብዙሃኑ መብት ከመጣስ ባለፋ የሁለተኛ ደረጃ የትንባሆ ጢስ ተጠቂ ብዙዎቻችን ሁነን ቆይተናል።\nበመሆኑም በትንባሆ ተጠቃሚዎች ተጠቃሚነት መብታችን ተጥሶ የነበረው የሁለተኛ ደረጃ ተጠቂዎች መብታችንን የሚያስከብረው አዋጅ 1112 ድንጋጌ መውጣት እንደ መቋሚያ የማህበረሰብ ልማት ድርጅት ደስታችን ላቅ ያለ ነው። \nስለዚህ ይህ ትውልድ የሰራው የጀግንነት ተግባር ነው ብለን እናምናለን።\nበዋናነት ትንባሆ የሚጎዳው በጭሱ የተጠቁትን ሁሉ ዋና የሰውነት ክፍል የሆነውን አንጎላችንን ጭምር መሆኑ ግልፅ ሆኖ ሊሰመርበት ይገባል።\nይህ አዋጅ (አዋጅ ቁጥር )1112 እንዲወጣ ጥረት ላደረጉ ፣ለተጉ ሰለቸኝ ደከመኝ ሳይሉ መንግስትን የወተወቱ ፤ እውቀታቸውን ላበረከቱ ፣ ገንበባቸብን ፣ ጉልበታቸውን ፣ ጊዜቸውን ላበረከቱ ሁሉ የዚህ ዘመን ታሪክ ሰሪዎች ጀግኖች ፤ የሚመለከታቸው መንግስታዊና መንግስታዊ ያልሆኑ አካላት ሁሉ እንዲሁም ግለሰቦች ሊመሰገኑ ይገባል። \nበፎቶው ከሚታዩት በስተጀርባ ብዙ ታሪክ ሰሪዎች አሉ። \nለምሳሌ መቋሚያን ወክሎ ከቆመው ኤልያስ በስተጀርባ በምንም መለኪያ ወደር የማይገኝለት ብዙ ዋጋ የከፈሉ ወጣቶች የመቋሚያ ልጆች እንዳሉ ሁሉ ማለት ነው። ሁሉንም የተወከሉ አካላትን መነሻ አድርገን ከልብ የመነጨ የትውልድ ምስጋና ልናቀርብ እንወዳለን።\nእናመሰግናለን!!!! \nእናንተ ትውልዱን ወክላችሁ ታሪክ የሰራችሁ ጀግኖች ናችሁ!!!\nከዚህ ቡሃላም ሃይላችሁ ታድሶ አንድነታችሁ ጠኖክሮ በቅድመ ሚከላከል ስራው ላይ አመርቂ ነገር ትሰራላችሁ ብለን እጠብቃለን። \nከፍተኛ ምስጋና ለአዲስ አበባ ዩኒቨርስቲ ማናጅመንት እና ለአንቲ ድራግና አልኮል ክለብ ። \nኢትዮጵያን እግዚአብሄር ይባርክ\nሃገር ማለት ሰው ነው። ሰውን የሚጠብቅ ህግ ሁሉ መላውን ተፈጥሮ የሚጠብቅ ህግ ነው። \nበአዲስ አበባ ዩኒቨርስቲ የአለም አቀፍ “ትንባሆ የማይጨስበት ቀን” የግንቦት 24/2011 ዓ.ም በፕሮግራሙ ማጠናቀቂያ የማስታወሻ ፎቶ \n

SUMMARY:TRAINING OF TRAINERS FOR ETHIOPIA ON THE UNIVERSAL CURRICULUM FOR PREVENTION/TREATMENT OF SUBSTANCE USE DISORDERS
DESCRIPTION:Addiction is a disease! \nJust as an individual can fall ill\, so too can a community. When an individual is physically sick\, their body is affected. Similarly\, when a community is sick\, its social fabric is disrupted. And when that happens\, the nation itself becomes ill. \nStudies suggest that an individual’s psychological\, physical\, and spiritual pain can transform into social\, economic\, and political suffering. For this reason\, social scientists rank addiction among the most serious afflictions capable of causing severe harm. \nAddiction takes control of the sufferer’s brain and distorts its natural functioning. The individual falls under the sway of a distorted mental system\, driven by an overwhelming and uncontrollable craving – they become enslaved. When a person who uses drugs or alcohol crosses the line from use to addiction\, the damage escalates. Beyond the harm to their internal organs and mental health\, their social and economic life collapses. This inflicts a severe blow on the family\, the foundation of the nation. The cumulative effect destabilizes the country. Yet\, despite its gravity\, this disease has long been neglected\, without the attention it deserves. \nThis disease is not only an enemy to the peace of individuals and families; studies also indicate that it can undermine national peace\, cripple the economy\, and lead to political instability. \nAddiction is preventable and treatable! \nTherefore\, treating this disease like any other – through medical care\, rehabilitation\, prevention\, and the enactment and enforcement of protective laws – can lay a foundation to save the nation from severe harm and propel the younger generation toward greater development. \nTo date\, the scale\, depth\, and spread of the problem\, and the immense damage it has caused\, remain astronomically far from our efforts to overcome and control it – a gap as vast as heaven and earth. \nIt is known that for the past ten years\, Meqoamia Community Development Organization (MCDO) has been working to address the severe shortage of professionals in this field and to elevate national efforts to a higher level\, both domestically and continentally. We are grateful for the government’s initial attention to this issue. However\, we urge that this attention be strengthened\, in the name of children suffering because a parent or guardian is lost to addiction\, and in the name of mothers and guardians who have lost their children to this disease. A nation is its people! \nTo work more effectively and in a more coordinated manner than ever before\, MCDO – in partnership with the Ministry of Health and the Colombo Plan’s Drug Advisory Programme (DAP)\, which has 70 years of international recognition and works with the African Union\, the US\, the EU\, the UN\, and others – has been learning from the experiences of other countries and attending training programs abroad. MCDO has organized itself with up-to-date knowledge and\, in collaboration with the Ministry of Health\, has provided internationally recognized training to help save our continent\, Africa\, from the drug problem. \nIn this context\, MCDO staff members\, including Mr. Elias Kalayu (Executive Director) and Ms. Sara Deguma\, together with Ministry of Health representatives (including Dr. Tedla W/giworgis)\, regional health bureau disease prevention directorate officers\, and other professionals – a total of 31 trainees – participated in the ” Training of Trainers (TOT) for Ethiopia on the Universal Curriculum for Prevention/Treatment of Substance Use Disorders (UPC 1\, UTC 1)” from March 19-25\, 2019. This training was delivered for the first time in Ethiopia. \nMCDO played a commendable role as organizer and coordinator\, contributing to a highly successful training period. Five MCDO staff members were trained as trainers of trainers and received certificates of recognition. \nWe believe this training will greatly benefit our nation. By effectively training professionals in the still-nascent fields of prevention and rehabilitation\, it will strengthen ongoing efforts across all regions and levels. It will foster hopeful\, impactful action toward a solution. Equally\, we believe this creates a valuable opportunity – a supportive army of trainers within the health sector – to ensure addiction receives greater attention. \nAddiction is preventable and treatable! \nOur nation has no greater resource than the minds and hearts of its citizens. \nTherefore\, we wish to extend our heartfelt gratitude to the Ministry of Health (MoH) and the Colombo Plan DAP for this remarkable and transformative training. \nThank you very much\, #MoH and #Colombo Plan DAP (US\, INL).
