SUMMARY:Outreach meeting for Taskforce\, WHO\, AAFMHACA and Arada\, and other sub-city’s health and law enforcement officials to ensure prioritization and continued political support
DESCRIPTION:This workshop was entitled “Outreach meeting for Taskforce”\, which consisted EFDA\, AAFMHCA\, and Mayor Office\, Arada FMHCA\, AA Code enforcement\, and MCDO\, and its expected outcome was to create political support and awareness creation on the SF environment. It took place on February 16\, 2023\, at Momona Hotel\, Addis Ababa\, Ethiopia. The workshop was organized in two main sessions. Presentations from MCDO and AAFMHACA and the second session were dedicated to stakeholders’ discussion. Ms. Heran (EFDA) and Ms. Tigist (AAFMHACA) reflected on the questions raised by participants and added further points regarding the topics raised. The workshop was organized into three presentations and stakeholders’ discussion. The first session started with introductions and presentations from AAFMAHCA\, MCDO and Arada and Kirkos FMHACA. The short introduction by Ms Tigist (AAFMHACA) was followed by presentations on bi-annual report review from Arada and Kirkos. The participants reflected on the discussion points and other outstanding agenda. The meeting was productive since it was able to generate the need for a larger stakeholders meeting.

DESCRIPTION:The joint on-site visit has taken place on January 31\, 2022\, at Arada and Kirkos sub-cities\, Addis Ababa. This kind of on-site visit is an integral joint visit of stakeholders. It was organized in the context of a joint on-site visit of stakeholders Arada and Kirkos sub-cities\, where progress of establishments and adherence to the proclamation 1112/2019 is observed on spot. The on-site visit gathered stakeholders of AASFI together and its expected outcome was to ensure the establishment’s adherence to SF requirements. The on-site inspectors were from EFDA\, FMHCA\, Arada FMHCA\, Kirkos FMHACA\, HDAMA\, CTFK representative\, and MCDO. The on-site visit was organized to visit Arada and Kirkos sub-cities. The first visit started from Arada sub-city and district 9 and 5 and the second to Kirkos sub city districts 3 and 2 with the guidance of the respective district professionals. During the visit\, the visitor team conducted both pre-planned and sudden visit to establishments and assess different SF qualifications. The assessment includes physical observation/inspection\, interviewing the owner/manager and checking for visibly posted No-Smoking signs.

Establishments which failed to post the No-Smoking coloured sticker were given new ones and re-introduced to the concept of posting the stickers on visible spots. One of the main challenges in Arada SC during this inspection was the unstable office set up of Arada-FMHACA. The bureau was going under restructuring and deploying of professionals that made our job a bit difficult to assign a convenient day and professionals for the job. \n

SUMMARY:Day time inspection in Kirkos sub-cities \, Addis Ababa .
DESCRIPTION:December 14 and 15\, 2022\, a daytime inspection was conducted both in Kirkos sub-cities. This inspection is the second daytime inspection to be conducted in Kirkos. A thorough orientation was given to district professionals and focal persons on December 13\, 2022. Issues were raised regarding the inspection checklist\, how to take legal measures\, and logistics for inspection. We also oversaw the overall activity jointly with AA-FMHACA and sub-city FMHACA during the inspection process. IEC/BCC materials and No-smoking signs were distributed during the on-site inspection and meetings. Establishments which failed to post the No-Smoking coloured sticker were given new ones and re-introduced to the concept of posting the stickers on visible spots. Regardless of the challenge on the field\, Kirkos sub-city has shown promising progress as we have witnessed in the previous inspection.

DESCRIPTION:A panel discussion took place on November 21\, 2022\, at Kenenisa Hotel\, Addis Ababa\, under the advocacy meeting activity. The panel discussion targeted creating and sustaining high political commitment among higher officials and prioritizing SF implementation and compliance. The meeting and panel discussion gathered participants from AASFI stakeholders\, Addis Ababa EFDA\, AA-FMHACA\, AA Code Authority\, Addis Ababa University\, MCDO\, HDAMA\, MWECS\, CTFK representative\, Addis Media Network\, Asham TV\, and FM radios. The meeting started with introductions and an opening speech from AAFMHACA and MCDO. The short introduction by Mr Elias (MCDO) and Tigist (AAFMHACA) was followed by a panel discussion among stakeholders. The panellists were Mr Elias (MCDO)\, Dr Jara (AA Counsel member)\, Mr Wondu (MWECS)\, Artist Tesfaye Mamo (Author and Director)\,and Mr Dereje (CTFK representative). The panel discussion was further extended to questions and suggestion sessions from the participants. The panel discussion was productive; it attracted the AA council representative’s attention and initiated higher political officials. Final remarks were given by Ms Tigist and the program was finalized by taking group photos and having lunch together.

What the team has observed was a success story in most cases. As it was the first sub-cities in which the AASFI has initiated\, its track record helped the sub-city to work better. The overall on-site visit was finalized by hearing feedback from the participants and having a meal together.

The main points raised during the discussion were: Strengthening the steering committee (Taskforce)\, Steps to follow in conducting the AASFI\, Engaging the mayor’s office effectively should be a priority to do in the AASFI\, and the need for a center of excellence (Recovery Center).

SUMMARY:World No Tobacco Day May 31\,2022
DESCRIPTION:This is WHO initiated annual event which take place every year on May 31\, 2022. The event is named “World No Tobacco Day”. This year WNTD 2022 is entitle “Tobacco: Threat to our environment”. It took place in Inter luxury Hotel\, Addis Ababa\, Ethiopia.  It was organized in the context of an event comprising keynote speeches\, seminaries and discussion\, aiming to create awareness and act up on tobacco’s threat to our environment. The event gathered wide range of stakeholders in AASFI and others together and its expected outcome was to create awareness and advocate for legal frame to protect the environment from tobacco threat. The participants were EFDA\, FMHCA\, WHO representative\, MCDO\, MWECS\, HDAMA\, and different medias. The workshop was organized into three main sessions. Keynote speeches\, paper seminaries on different themes\, and participant discussion. The main points raised during the paper seminaries and discussion were broadly categorized as follows: \n\nTobacco lifecycle and its threat to environment: the lifecycle includes cultivation\, production\, distribution\, consumption\, and post-consumption wastes.\nTobacco use and its effects on health\, social and economy\nStrengthen policy actions to prevent tobacco-induced environmental harms.\n\nThe participants reflected on the idea of legal frame work to that aim at controlling the in and out activities of tobacco industries\, tobacco waste management and others. The event was productive since it involved different stakeholders and broadcast its main them through different media outlets. Final remarks were given by EFDA deputy manager general. \n

DESCRIPTION:  \nThis workshop was entitled “Outreach meeting for Taskforce\, WHO\, AAFMHACA and Arada\, and other sub-city’s health and law enforcement officials to ensure prioritization and continued political support”. It took place on May 17\, 2022\, at Momona Hotel\, Addis Ababa. The workshop gathered stakeholders of AASFI together and its expected outcome was to create political support and awareness creation on the SF environment. The participants were EFDA\, FMHCA\, AA-Trade and Industry\, Arada FMHCA\, AA Police\, AA Code enforcement\, CTFK representative\, and MCDO. The workshop was organized in two main sessions. Presentations from MCDO and AAFMHACA and the second session were dedicated to stakeholders’ discussion. Ms. Heran (EFDA) and Ms. Tigist (AAFMHACA) reflected on the questions raised by participants and added further points regarding the topics raised.

SUMMARY:Advocacy meeting with mayor’s office\, police commission\, code enforcement bureau\, and women and youth bureau to support for strong enforcement of Smoke Free provisions . Venue: Kenenisa Hotel\, Date: February 25\, 2022
DESCRIPTION:The advocacy meeting was held on February 25\, 2022\, at Kenenisa Hotel\, Addis Ababa. The meeting was organized as an advocacy meeting to support strong enforcement of SF provisions and a platform to announce scaling up of AASFI in newly added Arada districts and Kirkos sub city as a whole. The meeting brought wide range of stakeholders\, officials and medias together. The participants were AA-FMHCA\, Arada-FMHACA\, Code-enforcement\, CTFK representative\, District professionals and MCDO. \nThe meeting was organized in two main sections\, presentations and discussion on the presentation and any outstanding issues. Three presentations from AAFMHACA\, Arada-FMHACA and MCDO were presented. The overall activities of AASFI were presented by AAFMHACA\, what has been done in Arada was presented by Arada-FMHACA\, and the status of SF implementation in Arada selected districts were presented by MCDO. In the meantime\, IEC/BCC materials and No smoking sign stickers were handed over to Arada districts via Mr. Siratu\, Arada-FMHACA office head. The second session after health break was dedicated for discussion and way forward\, which involved the participants of the meeting. Night inspection\, scaling up and onboarding as many as possible stakeholders were the main points raised during the discussion. \nMs. Tigist\, AA-FMHACA\, Deputy manager\, Mr. Elias\, MCDO Executive director and Mr. Siratu\, Arada-FMHACA office head led the discussion and responded to questions raised. The main points discussed were: \n\nIncluding the AASFI endeavour as every organization’s daily routine.\nEngaging volunteerism in the activity of AASFI.\nDocumenting the before and after comparison of inspection result with photos.\nConfidentiality and professional integrity of professionals during inspection.\nThe necessity of rehabilitation center after necessary SF implementation steps are taken\nThe need for joint collaboration to execute night inspection.\nThe responsible body to execute punishment and legal procedures\nHow to structure the scaling up plan. Selecting variety of districts from more than one sub city was suggested.\nOn this stage\, engaging more on enforcement than awareness creation.\n\nThe participants reflected on the main ideas and raised other related issues. The meeting was fruitful in engaging newly added districts and strengthening the already existing ones. Closure remark was given by Mr. Elias\, to work together and achieve the scaling up in a better performance.

SUMMARY:Workshop on smoke-free implementing inspection and enforcement strategy organized by EFDA and AAFMHACA with MCDO
DESCRIPTION:Meqoamia Community Development Organization (MCDO) requested the coordination of a smoke-free workshop for a group government official\, Police\, law enforcements and health professionals from Mayor office\, EFDA\, AAFMHACA\, Arada FMHACA\, Police\, Law enforcement and Ahadu TV\, on November 26\, 2021\, at Kenenisa Hotel. The workshop was organized by AAFMHACA with MCDO. This workshop was a follow-up activity from previous smoke-free workshop on implementing inspection and enforcement strategy in Arada sub city. \nThis is a second-round workshop that was organized aiming to ensure enforcement and compliance as expected outcome. The stakeholders gathered were responsible for the execution of enforcement ensuring compliances on all levels. For this\, a thoroughly discussion was made among stakeholders. Ms. Heran Gerba\, Director General of FDA\, and Ms. Tigist Bedada\, AAFMHACA Deputy Manager\, led the discussion and gave closure with way forward. The workshop was organized into three main sessions. First\, introductions and presentation from MCDO representatives regarding the full package of AASFI. Then\, was followed by Presentation from AAFMHACA and Arada FMHCA about AASFI progress and Inspection outcomes. \nThe workshop also intended to activate the participants to engage themselves in effective law enforcement strategy and commitment towards the execution of the 112/2019 proclamation. The participants were asked to focus on the execution of the proclamation starting from their own and commit themselves in professional integrity. The main points discussed were: \n\nResuming university based anti-addiction work\nAwareness creation for professionals\, especially around health centres\nThe case for cigarette products with no graphic warning\nThe emphasis on recovery centre\nPlacing political direction for AASFI by government officials\nCommitment of all organizations to make their own work environment smoke-free\n\nFurthermore\, strengthening the enforcement and compliance towards the 1112/2019 proclamation was emphasized. DESCRIPTION:የምክትል ከንቲባ ጽ/ቤት ሀላፊ፣የፍትህ አካላት፣ የባለስልጣኑ የበላይ አመራሮች እና አጋር አካላት በትናንትናው እለት በአራዳ ክፍለ ከተማ ትንባሆና አደንዛዥ እጽ ላይ የተሰሩ ስራዎችንና የመጡ ለውጦችን በአካል ወርደው አረጋገጡ፡፡ \n************************ \nአዲስ አበባን ከትንባሆ ጭስ ነጻ ለማድረግ የተሰሩ ስራዎችንና የመጡ ለውጦቸን ከከንቲባ፣ ከፌደራል ምግብ መዳህኒት፣ከፍትህ አካላት፣የባለስልጣኑ የበላይ አመራሮችና አጋር አካላት በአራዳ ክፍለ ከተማ የሚገኙ የጤናና የምግብ አገልግሎት ሰጭ ተቋማትን በትንንትናው እለት ማለትም ሀምሌ 12/2013 ዓ.ም በአካል ወርደው ያለውን ነባራዊ ሁኔታ ገመገሙ፡፡ \nከታዩት ተቋማት ውስጥ ጥቂቶቹ ዘርፉን ከሚመሩት ባለሙያዎች ተከታታይ የሆነ ግንዛቤ፣ክትትልና ድጋፍ ስለተደረገልን የትንባሆን የጤና ጎጅነትና አስከፊነት ግልጽ ግንዛቤ ይዘን ተቋማችን ከሲጋራ ጭስ ነጻ ማድረግ ችለናል ሁኖም ግን ለመከላከል ስንጀምር ደንበኞች ቢያስቸግሩንም እየቆየን በማግባባትና ግንዛቤ በመፍጠር ያለውን የጤና ጉዳት በማስረዳት ከ10 ሜትር አልፈን ግቢያችን ነጻ ለማድረግ ችለናል፣ከዚህ በተጨማሪ ለስራችን እንዲያግዘን ለፖሊስና ለፍትህ አካላት ግንዛቤው በስፋት ቢሰጥ እና ተግባራዊ በማያደርጉት ላይ የማያዳግም እርጃ ቢወሰድ ለውጡን ለማስቀጠል እንበረታለን ሲሉ የቀስተ ደመና ሆቴል ሰራተኛና ተወካይ የሆኑት አቶ ሞላልኝ አየነው ገልጸዋል፡፡ \nበተጨማሪም የኤልቤት ሆቴል ዋና ስራ አስኪያጅ የሆኑት አቶ አያሌው ዘለቀ ይህ ቦታ የሀሺሽ፣የሺሻ፣የሲጋራ የጫትና የአልኮል መጠቀሚያ የትውልድ መግደያ ቤት ነበር አሁን ግን ከዘርፉ ባገኘነው ስልጠና ት/ትና ግንዛቤ ወስደን ሲጋራና ትንባሆ ምንም ጥቅም የሌለው ከአጫሹ ይልቅ ተቀማጩን የሚጎዳ ለጤናችንም ለስራችንም አጸያፊ መሆኑን ተገንዝበን ጥቅማችን ትተን የሺሻ መደበቂያ የነበረውን ፑል አቁመን ግቢያችን ውስጥ ምንም አይነት ትንባሆና አደንዛዥ እጽ እንዳይጠቀሙ የሚያስጠነቅቅ ባነር በመለጠፍ ተቋማችን ሙሉ ለሙሉ ከሲጋራ ጭስ ነጻ ማድረግ ችለናል።\nእንደዚህ በማድረጋችን እጅግ ደስተኞች ነን በማለት አስተያየታቸውን ጭምር ገልጸዋል፡፡ \nየምክትል ከንቲባ ጽ/ቤት ሀላፊና የመንግስት አገልግሎት አሰጣጥ አስተባባሪ የሆኑት አቶ ፓውሎስ ኩሳ አዋጁን ተግባራዊ ለማድረግ በከተማ ደረጃ እየተሰራ ያለው የስራ ጅምርና ጥረት በጣም ሊበረታታ የሚገባ የዜጎችን ጤና ለመጠበቅ የሚያስችል ጥረት እንደሆነ ገልጸው ባየናቸው ተቋማት በሚሰጡት መልስ ግንዛቤ እንዳላቸው ላማረጋገጥ ችያለሁ ከታዩት ውስጥም ሲጋራ ሲጨስ አላየንም ይህም አንዱ ለውጥ ነው በማለት ባዩት ጅምር ስራ ደስታቸውን ገልጸው ይህ ጥረት እንዳይቆምና ቀጣይነት ኑሮት ሲጋራን ተጸያፊ ትውልድል ለመፍጠር ኅብረተሰቡ፣የፍትህ አካላት እና ተቆጣጣሪ አካሉ በቅንጅት መስራት አለባቸው ስራው በምሽትም ተጠናክሮ መቀጠልና ለውጡን በየጊዜው እየገመገሙ መሄድ ይገባል በማለት ሀሳባቸውን ገልጸዋል፡፡ \nየባለስልጣኑ ዋና ዳይሬክተር አቶ ታመነ አጫሞ በተቋማት ላይ ሲጋራንና ትንባሆን ማስጨስ ጤናን ከመጉዳቱ ባሻገር በህግ የተቀመጠ ወንጀል ነው ስለዚህ በተሰጣችሁ ግንዛቤ፣በሚደረግላችሁ ክትትልና ድጋፍ ተቋማችሁን መለወጥና ከሲጋራ ጭስ ነጻ ማድረግ ካልቻላችሁ ወንጀልን የመከላከል ስራ እርምጃ የሚወሰድ መሆኑን አውቃችሁ የተጀመረውን ነገር በማታም በቀንም ተጠናክሮ መቀጠል እንዳለበት ገልጸው ለስራችሁ መሳካት የከንተማው ከንቲባ፣የፍትህ አካላትና ባለስልጣን መስሪያ ቤቱ ከጎናቸው ሁኖ እንደሚደግፋቸው ለተጎበኙት ተ ቋማት ባለቤቶችና ተወካዮች ጠንከር ያለ መልክት አስተላልፈዋል።

DESCRIPTION:World No Tobacco Day – Press Release (Capital Hotel Addis Ababa\, Ethiopia)\nA press release was issued by the media regarding the day. Her Excellency Dr. Liya Tadesse\, Health Mister\, and EFDA Director-General Heran Gerba and guests in attendance. \n**************************** \nWHO has recently launched a year-long global campaign for World No Tobacco Day 2021 – “Commit to Quit”. This campaign aims to support 100 million people worldwide in their attempt to give up tobacco through various initiatives and digital solutions. It will help create healthier environments that are conducive to quitting tobacco by: \n\nadvocating for strong tobacco cessation policies\npromoting increased access to cessation services\nraising awareness of tobacco industry tactics\nempowering tobacco users to make successful attempts to quit through “quit & win” initiatives.\n\nThe COVID-19 pandemic has led to millions of tobacco users wanting to quit. However\, quitting tobacco is challenging\, especially with the added social and economic stresses brought about by the pandemic. \nWorldwide\, around 780 million people say they want to quit\, but only 30% of them have access to the tools that can help them to overcome both physical and mental addictions to tobacco. Together with partners\, WHO will provide people with the tools and resources they need to make a successful attempt at quitting. \nQuitting tobacco has major and immediate health benefits\nThere are immediate and long-term health benefits to quitting tobacco. After just 20 minutes of quitting smoking\, the heart rate drops. Within 12 hours\, the carbon monoxide level in the blood drops to normal. Within 2–12 weeks\, the circulation improves and lung function increases. Within 1–9 months\, coughing and shortness of breath decrease. Within 5–15 years\, the stroke risk is reduced to that of a non-smoker. Within 10 years\, the lung cancer death rate is about half that of a smoker. Within 15 years\, the risk of heart disease is that of a non-smoker. \nPolicies and capacity for tobacco cessation in WHO European Region must improve\nCessation policies are still among the least implemented of all WHO Framework Convention on Tobacco Control demand reduction measures\, with only 8 countries providing best-practice cessation services in the European Region\, the majority of which are high-income countries. \nGovernments should recognize this unmet need and act on it as part of a comprehensive tobacco control strategy. Population-level\, cost-effective tobacco cessation interventions must be a priority for countries. At the same time\, innovation is to be encouraged and mobile technologies should be fully harnessed to improve access to large and hard-to-reach populations. \nDigital solutions to help the world’s 1.3 billion tobacco users to quit\nWHO set up the new Access Initiative for Quitting Tobacco\, which gives people\, among other things\, free access to digital counseling. WHO has partnered with tech companies like Facebook\, WhatsApp and Soul Machines to raise awareness and support tobacco users to quit with the help of chatbots and digital health workers. For instance\, Florence\, a digital counselor\, based on artificial intelligence\, helps people develop a personalized plan to quit tobacco and guides them to available mobile apps and toll-free quitlines in their countries. Meanwhile\, the Quit Challenge on WhatsApp provides signed-up tobacco users with free messages on how to quit\, directly to their mobile phones. \nThese and other global and regional cessation tools will be rolled out as part of the campaign for World No Tobacco Day 2021\, which will reiterate once again that strong cessation services improve health\, save lives and save money.
